Uno dei temi principali era «quando insegnanti e studenti stranieri potranno tornare in Cina». Klause Zenkel, vicepresidente del capitolo Cina meridionale della Camera europea, ha dichiarato che le scuole internazionali chiedono fortemente alla Camera di far rientrare i propri insegnanti.
