Build one filing pack.
Keep the originals; arrange copies in the same order as your evidence list.
Foreign-worker check: Bring the passport used for the employment, the relevant work-permit and residence-permit records, and a Chinese employer-registration record. If a key document is not in Chinese, ask the receiving committee whether it wants a translation and in what form.

Online mediation is available; arbitration filing is separate
Harbin's official service lets a user submit a dispute for online mediation through the municipal HRSS WeChat account. If mediation fails, ask the service which arbitration committee and intake method apply.
