“Mainland China lags behind in the number of foreign employees, the 2019 Hays Asia Salary Guide found. Often criticized for its closed society but introducing recent reforms, Japan is way ahead of China, an aspiring global center for industry and finance. International Chambers in China, including the European and Benelux Chambers, report an over 5% year-on-year drop in foreign employees in main Chinese cities. To make Beijing’s global ambitions realistic, 2020 would be a great time to create a much more attractive environment.”
