A Proposal to All Foreign Nationals and Their Employers in Hangzhou

致全市聘外单位和外籍员工的倡议书



To: All Foreign Nationals and Their Employers in Hangzhou



In response to the call and action of China’s local and central authorities, this is hereby an unsolicited proposal in the interests of the health of foreign nationals and the sound business performance of their employers in Hangzhou under the present circumstances that we are confronted with hard times for COVID-19 control and prevention when cases worldwide are still on the rise and new domestic cases have appeared in some parts of China.       


I. Stay in Hangzhou for the coming holiday is preferred. We request all employers of the foreign nationals here to take actions by encouraging them to stay in Hangzhou during the coming Spring Festival. It is strongly suggested, over this period, to ban constant travels between two regions and cancel the travel plan out of Hangzhou or China unless very necessary, or preventive measures must be taken before any necessary travel to another place.  


II. Care and services for foreign nationals are to be provided for their safe and pleasant living. Rights and interests of the foreign nationals remaining in Hangzhou should be honored and properly maintained. The employers are therefore suggested, considering the cultural differences and long distance the foreign employees have overcome to work away from their homeland, to provide them with all necessary services, including the COVID-19 preventive supplies, for safe and pleasant living here to experience and enjoy the Chinese New Year.   


III. Rules and regulations for pandemic control must be observed. The relevant employers are all required to take the responsibility of observing the rules and regulations the city and provincial authorities have announced on COVID-19 prevention and control, together with preparing emergency plans, with respect to events and gatherings, dinner parties, personal travels, health protection and information dissemination. Strict preventive and control measures must be taken to combat the pandemic for employees back to Hangzhou after the Spring Festival holiday.


To dear foreign nationals we feel so grateful for the contributions you have long made to our economic and social progress, and so are we convinced that, with concerted efforts of all parties, we will have an ultimate victory over the COVID-19 pandemic.      


“The place where you are living long could be another sweet hometown”. Please allow us, with this proposal as an opportunity, to extend our best wishes to all the foreign nationals living and working in our city. May you stay safe and have a good time.
